Buckeye Hills Regional Council (BHRC) is soliciting proposals from organizations who have demonstrated successful person-centered delivery of service of home and community-based services for individuals who are 60+ years of age or are under 60 years of age who have a disability. Person- centered is a philosophical approach to service development and service delivery that sees services provided in a way that is respectful of, and responsive to, the preferences, needs and values of people and those who care for them.
The service area included in this request for proposal are the counties of Athens, Hocking, Meigs, Monroe, Morgan, Noble, Perry and Washington in SE Ohio.
Older Americans Act Funds (OAA) will be awarded through a competitive bid process. Successful applicants will be awarded funds for the 24-month period from January 1, 2024 through December 31, 2025.
The funding source for the provision of the home and community-based services under this proposal request are Title III of the Older Americans Act (OAA) and Senior Community Services Block Grant.

BHRC retains the right to contact the applicant to request clarification of any and all information provided in the application packet.
Buckeye Hills Regional Council (BHRC) will award contracts to successful bidders for the provision of home and community-based services using a person-centered delivery methodology.
BHRC reserves the right to award partial, all, or none of the requests. Funds awarded by BHRC may be terminated at any time for violation of any terms, conditions and/or requirements of the agreement.
It is the policy of the BHRC that available funds shall be allocated to each county in the Planning and Service Area (PSA) by formula.The BHRC funding allocation is based on U.S. Census data. Each county will have only those funds allocated by formula available. In the event that a service gap is identified after reviewing all proposals received, BHRC reserves the right to allocate funds in a manner that ensures targeted service delivery.
Older Americans Act Title III-B/Block Grant Supportive Service Program funding for Program Year (PY) 2024-25 is provided through the Ohio Department of Aging. The total available funding is estimated to be approximately $449,427.03.
The State of Ohio Budget for PY 2024-25 has not been finalized. Therefore, funding amounts may be different when awards are granted. Awards may be reduced at any time if federal or state funding is reduced, even during the contract period.
